A toothbrush isn't necessary as most young kids can chew on it and destroy it in a day. Toothpaste isn't necessary as most kids can swallow it. If toothpaste is needed due to stains on the teeth, a non-fluoride toothpaste should be used until a kid can spit out. Wiping off the teeth and gum pads will massage them and help reduce teething discomfort. The plaque can form on any tooth/teeth and the gum pads and cause them potential inflammation and teething discomfort.
